LAS TERRENAS Y EL PACTO ELECTRICO
Hoy, 25 de febrero del 2021, se firmó el Pacto Eléctrico nacional. Representa peligros y oportunidades para el consumidor eléctrico en la provincia de Samaná
Por tratarse de una empresa privada, lo que sucede financieramente dentro de la empresa Luz y Fuerza de Las Terrenas es desconocido al público. Lo que es ampliamente conocido a nivel nacional es que los márgenes de ganancia de las distribuidoras son muy generosos, aunque recientemente el Ing. Orsini, propietario de la empresa, argumentó que los cambios efectuados hace cinco años ha tenido un impacto financiero negativo.
Vale la pena destacar que después de más de 27 años de servicio la empresa debió haber depreciado todos sus equipos, facilitando la adquisición de nuevos alambrados y equipos, pero el sistema actual de la empresa presenta muchas pérdidas, por cableríos y equipos viejos y por prácticas ilegales que afectan los consumidores como la colocación de medidores a distancias de los hogares fuera de lo permitido, entre muchos otros. La empresa debe invertir varios millones de dólares para mejorar el sistema, pero no lo ha hecho y de seguro no piensa hacerlo. Un sistema deficiente y prácticas abusivas e ilegales sólo representan ganancias para la empresa a pesar de haber perdido el monopolio de generación-distribución.
El nuevo pacto fiscal no es una salida perfecta y, sin duda alguna, no está claro que el consumidor eléctrico saldrá beneficiado, pero no hay forma de que las generadoras y distribuidoras salgan de este pacto perdiendo, todo lo contrario. Entonces, debemos estar atentos.
Es igualmente notorio que en el caso de Las Terrenas, Las Galeras y El Limón los consumidores seguimos pagando el doble o más de lo que pagan los consumidores de Sánchez y Samaná que tienen sus contratos con EDENORTE. No hay justificación moral o ética para mantener un sistema tan falto de equidad, lo único que sí existe es el débil e intransigente argumento acerca de la “inversión privada”. Ese argumento es el mismo que mantuvo Danilo Medina antes del forzoso cambio en el servicio eléctrico de hace poco más de un lustro y es el mismo que mantiene el abusivo contrato de la Autopista Juan Pablo II, de la Mina Barrick Gold y otros a nivel nacional. Una inversión privada que injustamente empobrece y reduce la calidad de vida del ciudadano común no se puede justificar ni moral, ni ética, ni económicamente. Empobrecer y reducir la calidad de vida no son buenas inversiones.
ESTE es un momento lógico para que las comunidades de Las Terrenas y Las Galeras exijan equidad en el costo del servicio eléctrico de tal manera que haya igualdad de precios en toda la provincia. Igualmente, este es el momento de demandar mejoría en las redes, en el acceso y en los servicios de las tres empresas que sirven la provincia. No solamente eso, es también tiempo de dar apoyo y amparo a fuentes alternativas de energía para que el destino turístico más verde del país, nuestra provincia, sea igualmente la provincia mejor conectada a fuentes alternativas de energía.
¿Quién comparte y quien puede empujar una agenda tal? ¿Los legisladores? ¿Los alcaldes? ¿La sociedad civil? Es lamentable decirlo pero es la realidad, ninguno de esos grupos posee el liderazgo, la energía o la intención de empujar tales cambios.
Si todo permanece igual el pacto eléctrico sólo podrá provocar peores condiciones para el consumidor eléctrico en Las Terrenas. Ojalá esté equivocado.

LAS TERRENAS AND THE NATIONAL ELECTRIC PACT
Today, February 25, 2021, the National Electric Pact was signed. The dangers and opportunities for the electric consumers in Samana Province.
As it is a private company, what happens financially within the Luz y Fuerza de Las Terrenas company is unknown to the public. What is widely known at the national level is that the profit margins of the electrical distributors are very generous, although recently Mr. Orsini, owner of the company, argued that the changes made five years ago have had a negative financial impact for his business.
It is worth noting that after more than 27 years of service, the company should have depreciated all its equipment, creating capital for system improvements. However, the current electrical service creates many losses due to internal technical issues, an ancient cable system and equipment, and illegal practices that affect the consumers such as placing meters at distances from the homes outside the allowed distance according to the law, among many others. The company must invest several million dollars to improve the system, but it has not done so, and it certainly does not plan to do so. A poor system and abusive and illegal practices only represent profits for the company despite having lost the generation-distribution monopoly six years ago.
The new fiscal pact is not a perfect solution given national conditions and, without a doubt, it is not clear that consumers will benefit from it. Of course, there is no way that generators and distributors will lose profit or benefits under the new pact, so we must be vigilant.
It is also notorious that in the case of Las Terrenas, Las Galeras and El Limón, consumers continue to pay double or more than what consumers in Sánchez and Samaná pay who have their contracts with EDENORTE. There is no moral or ethical justification for maintaining such an unfair and unequal system within the same province and the only thing that supports it is the weak and intransigent argument about “private investment”. This argument is the same that Danilo Medina maintained before the forced change in the electricity service a little over five years ago and it is the same one that maintains the abusive contract for the Juan Pablo II Highway, the Barrick Gold Mine and others nationwide. Private investment that unjustly and negatively impacts the citizens cannot be justified morally, ethically or economically. Reducing the quality of life and impoverishing people is not "investment".THIS is a logical moment for the communities of Las Terrenas, Las Galeras and El Limón to demand equity in the cost of electric service in such a way that it would result in equality of prices throughout the province. Likewise, this is the time to demand improvement in the networks, including better access and services from the three companies that serve the province. Not only that, it is also time to give support and protect the creation of alternative sources of energy so that the greenest tourist destination in the country, our province, also becomes the province best connected to alternative sources of energy.Who agrees with and is willing to push such an agenda? The legislators? The mayors? Civil society? It is regrettable to say it, but it is true, that none of these groups has the leadership, the energy, or the intention to push such changes.If everything remains the same, the electricity pact can only cause worse conditions and an increase in costs for the electrical consumer in Las Terrenas, Las Galeras and El Limón. I seriously hope to be wrong.
