WILLY Y EL 2021—2 DE 3

Si hay algo que no pudo hacer la oposición política en Las Terrenas fue producir una candidatura viable que le quitara la corona al entonces candidato Willy Esteban. A pesar de un partido gobernante que se resquebrajaba en veinte pedazos, el candidato municipal de ese partido logró una victoria incuestionable.

Parte de la razón tuvo que haber sido que las opciones alternas no cuajaron lo suficiente, ya que en el mirar de algunos tanto Agustín Tavarez como la Dra. Mariana Vanderhorst eran candidatos con un alto nivel de desgaste y ambos escogieron no unirse para destronar al PLD de la alcaldía.

Sin embargo, yo creo que el factor verdaderamente aglutinante fue el alto nivel de votos obtenidos de personas que no eran miembros oficiales del PLD, en su mayoría jóvenes que se convirtieron en votantes durante períodos de gobierno del PLD. No eran peledeístas pero votaron por el PLD porque Willy les caía bien, lo que no sucedía ni con Agustín ni con Mariana. Willy olía a nuevas posibilidades, los otros hedían a más de lo mismo. Sigo insistiendo que el PLD no “ganó” empíricamente hablando, sino que Willy ganó al capturar el favor de numerosos jóvenes independientes.

Haya sido por lo que sea, lo relevante es reconocer ahora que después de meses en el poder, un factor altamente significativo para Willy es el desplome general del partido que lo llevó como candidato, lo que en sí mismo y a todas luces constituye la mayor victoria política del alcalde, de la cual él no ha tenido mucho o algo que ver.

Como es sabido, Willy confrontó una severa oposición durante la campaña interna y la gran mayoría de la población sabe que precandidatos del PLD, colegas dentro de su partido, no le dieron el apoyo debido durante la campaña por el cetro municipal y es muy posible que ni ellos ni sus seguidores votaran por Willy.

El desgaste del PLD por razones mayores relacionadas al gobierno central quitó fuerzas al PLD local, pero la ausencia de un candidato igualmente aglutinante en la oposición también favoreció a Willy en unas elecciones municipales con menos votos totales que la anterior. Y eso no fue por la pandemia! La gente se cansó del PLD, pero no les gustaban los otros candidatos.

¿En qué favorece el desplome del PLD a Willy? Primero, porque muchos de sus anteriores opositores ahora están en otros partidos; segundo, porque no hay fuerza intra partido suficientemente fuerte como para presionar a Willy a hacer lo tradicionalmente clientelar por parte de la jerarquía partidaria; y, tercero, porque ambos factores le abren la puerta para un accionar con altos niveles de independencia política y con un gran potencial de hacerlo sin la corrupción tradicional. Es alcalde del PLD sin un PLD con fuerzas o influencias. Basta igualmente preguntarse, ¿con quiénes están ahora los regidores electos bajo el manto del PLD?

Los niveles de corrupción y de oportunismo político dentro del PLD durante su gestión gubernamental eran tan abismalmente enormes que hubiera sido muy difícil para Willy ser alcalde sin tener que confrontar la presión de muchos que ahora han sido desprovistos del poder y del alcance al trono edilicio. Lo mejor que le pudo suceder a Willy no fue que la oposición fuera prácticamente nula para fines electorales y desde su elección, sino que no hay presión dentro de su mismo partido para hacerlo mal, por lo menos no hay presión ni significativa ni trascendental. Dentro del macro contexto de la corrupción política, moral y económica del PLD, Willy tiene la maravillosa oportunidad de no someterse a ella, aunque fue elegido por el partido más corrupto en la historia política dominicana.

En otras palabras, Willy gobierna básicamente solo, sin PLD y sin oposición, lo cual es un milagro que cualquier alcalde en cualquier municipio desearía disfrutar. Basta por verse aún si Willy es lo suficientemente íntegro para no dejarse corromper no ya por el PLD, sino por las marañas comunes del haber político tradicional en todos los ámbitos, incluyendo los no ligados directamente a la política. Después de todo, la corrupción es parte de la innata textura cultural y social de nosotros, los dominicanos. Que algunos entre sus partidarios y simpatizantes pretendan vender a Willy como un santo y como un mesías es ya suficiente razón para preocuparnos profundamente. Cuidadito Willy, cuidadito!

Esa “soledad” en el poder es algo relativamente afortunado para Willy, quien realmente disfruta de la inusual libertad de poder declararse políticamente independiente para desde esa plataforma poder negociar mejor con un gobierno central del PRM. Si buscara su reelección al final de los tres años que le faltan, se podría convertir en candidato del PRM y ganar “de calle”.

Es un desafío casi irrealizable para el PRM o para el PRSC crear un candidato para el 2024 que logre empañar la gestión que hasta ahora viene realizando Willy. O, dicho de otra forma, Willy tendría que hacerlo muy mal en los años que le faltan, para permitir en su desgracia una somera oportunidad de victoria a cualquier candidato opositor. ¿Qué candidato opositor podría realizar una magistral oposición política a Willy en los próximos tres años hasta el punto de que pueda empañar las posibilidades del actual incumbente?

Un gerente municipal con un primer año triunfante es muy difícil de destronar porque las buenas memorias del primer año perduran largo tiempo, lo opuesto a lo que le ocurrió a Alex García George, quien no se pudo deshacer del legado de un primer año ampliamente desastroso y autodestructivo.

Si pensamos en el bien común, lo que más le conviene a Las Terrenas es un alcalde sin ataduras con un partido francamente derrotado y destrozado por la corrupción, para poder crear plataformas múltiples con entidades y organismos estatales, con instituciones privadas nativas y extranjeras, que lo vean como un gerente capaz pero también sin ataduras al sistema corrupto legado por el PLD en todos los ámbitos donde gobernó.

Politics, Politicians and the Environment

Politics is the central process to access power and public resources.  As the principal instrument in a democracy, politics is also the only way to control people and to oversight of public administration, its services and its resources.  

Politicians are the people that make a vocation out of politics.  They rise to political leadership because they see themselves as capable of managing public resources.  It´s a matter of their personal convictions, often a dangerous and mistaken one, but that´s how things work.  There are all types of politicians, good or bad, corrupt or just, while some take crude advantage of a bankrupt political system, as in our country. 

The environment is what makes life possible.  Without a healthy environment our quality of life diminishes. Lacking mechanisms, knowledge and technical know-how a community will suffer the consequences of mismanagement of its natural resources. 

Sadly, we lack environmental politics in Las Terrenas.  It means that past politicians, as well as current ones, have not demonstrated relevant knowledge or technical know-how for sustainable environmental management.  That inadequacy is tragic for the future of Las Terrenas which creates the need for urgent change.  

Recent efforts to incorporate the environment into city planning became cheap politicking as they did not become part of any established, funded or permanent efforts.  It looked good on paper, that´s all.  The current city management is the pinnacle of ineffective environmental management, revealing not only ignorance, but also insolence in its dire and purposeful incapacity.  There´s no worst politician than the proudly ignorant, because no one is born knowing it all, hence the need to seek out help, support and technical know-how.   Presently, City Hall has chosen to be purposefully blind and ignorant as well as manipulative.    

The current electoral process offers new opportunities to increase awareness, to motívate and to instill in candidates the basic know-how about protecting the environment, and not just rhetorically.  Where shall we start?

Firstly, the best way to commit is to put a dollar sign next to it.  The environment must be an integral part of the allocation of municipal resources.  There are far more resources in external funders, so the city needs to learn how to acquire human and financial resources from outside its limited budget.  The other undesirable way of getting resources is taxing those who can pay.

Secondly, we need a change of culture, we need to abandon the pervasive slothfulness and make of the environment a visible and permanent feature of city government.  If the environment becomes a vital and urgent initiative for the city we will increase awareness and action in high enough measures as to mitigate the damages from the past and prevent the same from occurring in the future. 

Thirdly, politicians need to embrace the idea that protecting the environment is the first step for a sustainable and marketable tourism industry.  If Las Terrenas were cleaner and more sustainable, with a tourism offer to match, we might duplicate the economic impact of tourism.  To make of Las Terrenas a “green” destination is a formidable challenge, but also its best assurance for a sustainable future. 

Fourthly, that sustainable future is endangered by complex factors such as global warming, beach erosion, the tragic disappearance of wetlands, contamination of underground water, pollution in rivers and creeks and the ongoing disasters in sewage and solid waste management.  Local politicians have displayed an awful inefficacy in dealing with those factors, which makes the more urgent the need for profound and systemic changes. 

Finally, if the community ignores the basic tenets of a sustainable environmental future it will not demand a change of the status quo from the politicians.  Ignorance engenders ignorance, so one may say that the community deserves the politicians it has.  It is the community that allows political clientelism and the cheap and manipulative politicking so well-known to us.  But the community itself should be the one to throw out of its belly the sour politicians commonly dressed like fighting roosters.  They lack gut and are more like vanes, moving in the direction of the convenient, not the expedient.  We, common citizens, are part of the problem, as are also the business people and investors that have taken cruel advantage of forests, rives, wetlands, beaches and the fragile and corrupt political system.  If we had a different class of politicians it wouldn´t be possible, hence the gargantuan need to change the current political culture. 

Politics continue to be the only way for macro action, but it is still the greatest menace if those aspiring to elected positions and administration pay no heed to existing environmental conditions, and if they lack the necessary know-how to change things for the better.
